The Metropolitan District Commission (MDC)

In March 2005, the Metropolitan District Commission (MDC) appointed Charles P. Sheehan as the agency’s eighth Chief Executive Officer.

The MDC, with a staff of approximately 500, is a non-profit municipal corporation chartered by the Connecticut General Assembly in 1929 to provide drinking water, wastewater treatment, mapping and other physical services to the Hartford region. The MDC operates two hydroelectric generation stations and, under contract to the Connecticut Resources Recovery Authority, performs the waste-handling function of the Mid-Connecticut trash-to-energy project. In 1998, the MDC, at the request of the Ad Hoc Riverfront Council, assumed the maintenance services of the Riverfront Parks system in Hartford and East Hartford.

Prior to joining the MDC, Mr. Sheehan served as Executive Director of Capital City Economic Development Authority from December 2003 to April 2005. He was responsible for the largest redevelopment project ($1 billion) in Connecticut history, including the development of the UConn Stadium at Rentschler Field, Capital Community College-Downtown Campus (G. Fox Building), Connecticut Convention Center, Redevelopment of the Hartford Civic Center and Marriott Hartford Downtown hotel. All are part of the state funded “Six Pillars of Progress” – Capital City Redevelopment Project, which has been recognized with several prestigious awards for innovative design and minority contractor partnering.

He previously held posts as Deputy Commissioner of the Connecticut Department of Public Works; design engineer with the Connecticut Department of Transportation; Town Engineer and Deputy Director of Public Works for the Town of East Hartford; and principal engineer with several area and national consulting engineering firms.
